Western Visayas Region Governor was born on May 14, 1972 in Bacolod City, Negros Occidental to proud parents, Atty. William N. Mirano and Conchita Halili Mirano and wife of Jose Ma. R. Jesena with whom she has two (2) teenage children, Gianne Frances and Franz Joseph. She finished elemetnary and secondary school at St. Scholastica's Academy-Bacolod City in 1988. Graduated Cum Laude majoring in Economic and Data Processing from the University of St. La Salle in 1993. She obtained her Law degree from the University of St. La Salle belonging to hte pioneer law class and immediately passed the bar in 1998.
She has been an active member of the IBP Negros Occidental Chapter and has served as Vice-President in 2007-2009. She was overall convention chair of the 12th National Convention of Lawyers held in Bacolod City on March 26-28, 2009. She has served as Commission on Bar Discipline from 2015-2019. She is a litigation attorney and a Senior Partner in the Mirano, Mirano, Mirano and Mirano Law Office.
