RESOLUTION NO. XX-2011-38
CONDEMNING THE KILLING OF ATTY. ARCHER BALDWIN R. MARTINEZ, CALLING AUTHORITIES FOR SWIFT AND EFFECTIVE INVESTIGATION AND EXTENDING CONDOLENCES AND SYMPATHY TO HIS LOVED ONES
WHEREAS, the Board of Governors had been informed of the killing of Atty. ARCHER BALDWIN R. MARTINEZ inside his office by still unidentified gunman, last August 5, 2011;
WHEREAS, we are aware that the killing of Atty. Martinez who, apart from being a lawyer, is also an academician and a socio-civic worker, is a direct attack not only against the legal profession and our members, but also against those who continue to fight for truth, justice, and freedom, which are likewise the same ideals that IBP and its members have sworn to protect under a binding oath;
WHEREAS, such incident is a cause of grave concern for us who, while dedicating our lives to service of others, are at the mercy of cold-blooded murderers overtaken by hate and vengeance, as it is also devastating, as Atty. Martinez’ death is an unspeakable crime against an innocent person who was just doing his job;
WHEREAS, as we convey our deepest condolences and sympathy to the loved ones of Atty. Martinez, we call upon the Philippine National Police to conduct a swift and effective action to investigate this crime and bring its perpetrators to justice; and
WHEREAS, we express outrage over this senseless disregard for human life and commit to work closely with concerned officials to put an end to intimidation, threats, and attacks against our members.
WHEREFORE, be it resolved, as it is hereby resolved, that the Board of Governors of IBP extends its sincerest condolences and sympathy to the bereaved family of Atty. ARCHER BALDWIN R. MARTINEZ and calls upon the Philippine National Police and other investigative agencies concerned to conduct swift and effective actions to investigate this crime and bring its perpetrators to justice.
RESOLUTION NO. XX-2011-49
RESOLVED that the Board of Governors hereby expresses its appreciation and commendation to the IBP Cotabato Chapter, under the leadership of the President Noel A. Ben, for the initiative in launching the Mobile Free Legal Assistance Program (MFLAP), in the Municipality of Upi, Province of Maguindanao on April 16, 2011.
RESOLUTION NO. XX-2011-53
RESOLVED that the Board of Governors hereby requests the Chief of the National Bureau of Investigation Death Investigation Division (Atty. Romulo Z. de Asis), to conduct a thorough investigation on the killing of Atty. Archer Baldwin Martinez and to submit a report thereon at the soonest possible time. Resolved further, that the Deputy General Counsel, Atty. Rodolfo G. Urbiztondo be directed to personally deliver said resolution to the NBI.
RESOLUTION NO. XX-2011- 58
RESOLVED, that the Board of Governors hereby allows Atty. Erwin M. Fortunato to sit as hold-over Governor and or Caretaker for the Western Visayas Region, until his successor shall have been elected and qualified.
RESOLUTION NO. XX-2011-60
Resolved that the Board of Governors hereby directs Director Rosario T. Setias-Reyes of Legal Aid to submit a study and recommendation, within thirty days (30) from approval of this resolution, on the filing fees being collected by the courts, and the potential share of the IBP in said fund.
X.17. Fixing the dates of the Regional Conventions
The following dates were set for the Regional Conventions:
February 23-26, 2012 – Bicolandia Region
First week of March 2012 – Northern Luzon
Last Week of March 2012 – Southern Luzon, Lucena City
June 27-30, 2012 – Central Luzon (either Clark or Subic)
July 2012 – Greater Manila Region
October 4-6, 2012 - All Mindanao, Zamboanga City
RESOLUTION NO. XX-2011-65
RESOLVED that the Board of Governors hereby adopts as a policy concerning membership dues payments and like concerns, the following:
1. In the case of on line deposits of payment of IBP dues, the amount will be applied first to the arrearages before they are applied to the current dues;
2. On line deposits are not considered proof of a lawyer’s being updated in his dues payment;
3. Lawyers may pay their dues only in their own chapters or with the National Office;
4. IBP Identification cards should be processed only at the National Office to prevent non-lawyers from obtaining such ID.
RESOLUTION NO. XX-2011--66
Resolved that the Board of Governors hereby encourages IBP members to become members of the IBP “Casebook’ preferably before October 31, 2011 and pursuant to this policy, directs that a Memorandum be issued encouraging lawyers to enroll as a member of the IBP “Casebook.”
RESOLUTION NO. XX-2011-68
Resolved that the Board of Governors hereby adopts as policy, that henceforth, for purposes of reckoning when a member should be considered delinquent and thus not entitled to the full Welfare Benefits, five-years non-payment of dues shall be the new yardstick by which a member may be considered as delinquent.
RESOLUTION NO. XX-2011- 70
RESOLVED that the Board of Governors hereby approves the proposal that henceforth, in instances where the IBP National Office is requested by the Chapter to assist the Chapter in providing for its MCLE activity, the Chapter concerned must share with the National Office ten per cent (10 %) of its net income from said activity.
